Preheat oven to 350℉. Line baking sheets with parchment paper or a silicone baking mat.
In a medium bowl combine the flour, cocoa powder, baking soda, and salt. Whisk to mix and set aside.
2¼ cups flour, ⅔ cup unsweetened cocoa powder, 1 teaspoon baking soda, ¼ teaspoon salt
In the bowl of a stand mixer, cream the butter, sugar, and brown sugar until well incorporated.
1 cup unsalted butter, room temperature, ¾ cup sugar, ⅔ cup packed brown sugar
Mix in the eggs and vanilla extract.
2 large eggs, 1 teaspoon pure vanilla extract
Gently mix in the dry ingredients until incorporated. Using a cookie scoop, roll the dough into balls and place two-inches apart on prepared cookie sheets.
Gently press a few mint M&M's into each cookie ball. You may not use all of the candies.

Bake in a 350℉ oven for 9 to 11 minutes or until edges are set.
Remove from the oven and cool on the baking sheet for 5 minutes. Then remove to a cooling rack to cool completely. Store in an airtight container once cooled.
